So what the hell was up with Delabar this year, arm issue or command/focus?

Re: Jays' roster 40-man roster moves
I wish I fully understood what's happening to guys like Mune and Johnson. This is just bookkeeping isn't it? They're not still subject to the whims of service time and arbitration are they?
Mune was a UFA last offseason and he must be again. If we can control his options this year, why couldn't we last year? And Dan Johnson is like 45 (not really), he can't possibly still be subject to those rules.
So really, if they're going to be free agents, why could it possibly matter? We'll either have to sign them to big league contracts, where they're subject to waivers after training camp, or sign them as non-roster invitees, also known as minor league contracts, where they aren't. Is it only meaningful if they're technically re-signed 'cause then they're already on the Buffalo team from clearing the September waivers? Are we even allowed to do that?
I guess there's no hurt to it, but I was curious if this somehow let us carry these guys as AAAA types through camp into the beginning of next year without having to be signed or go through waivers again.
