You're missing the point. By him not being on the roster 6/1, the Cowboys will have $5.1M more available to them at that point than if he were on the roster. It has nothing whatsoever to do with any other team reworking anything. If they waited to trade him in August, they would have to carry that $5.1M of his salary into training camp. Plain and simple - the Cowboys will use that $5.1M as soon as they can in June on available FA's.
I don't think I can explain it better than that. They need his salary. Period. And if that means "doing right by Tony", so be it.
