I dont think so - but this is simply because Bolt's talent doesn't lie on his take off speed but rather his ability to still accelerate as he gets to 70-80 yards - which doesn't actually make Bolt the best reference point to figure out which track athlete could have a better 40 time.

If i was an NFL official, or media member at the combine, just for fun, i would ask the top 10 guys if they would want to run 100 meter and get the time, and give them starting blocks and a track, and see if anybody could get 9.6

This would be great click bait if they posted it online.
