There are certain...maneuvers that are available to teams under the tax apron, and that are NOT available to teams over the tax apron. One of these maneuvers is receiving a player in a sign-and-trade. If you are over the apron, you cannot receive an S&Ted player.

You basically have two choices throughout the season:
1) go over the tax apron.
2) take advantage of the opportunities available to teams under the tax apron.

You cannot do both. You can take as long as you like to choose, but once you've chosen, that's your path and you can't do the other. Phoenix has received an S&Ted player (IT), so they've chosen path #2. That means path #1 is no longer available to them; they cannot go over the apron this year, so are effectively "hard capped" at the apron.

EDIT - Since Phoenix is $17M under the apron it probably won't matter too much :D But still, that hard cap exists there for them and any other team who's received an S&Ted player this season.

Ok gotcha. So we received IT in a sign and trade( I actually didn't realize this, thought we just signed him outright) and because of that are no longer allowed to go into the luxury tax at any point this season. Seems like a dumb rule that restricts the teams that have managed their cap better.

That makes sense, thanks for clearing that up.

Just to be clear, the Suns can go in to the Tax, they just can't exceed the Tax Apron. The Tax Apron is 4 million higher than the Tax amount. This gives teams a little bit more play. So, the Suns are now hared capped at the Tax Apron amount of $80,829,000.00. Which being so far under, should in no way come in to play this season.
