It's just as much his move as it is Collangelo's. He's trying to maximize the value he gets from the 3rd pick. It's been long enough that he should know by now what he can get for it, so it's time for him to either make a move and trade it or decide to keep it.

Huh? He wants to use it in a package for a star. I think that's pretty clear. He would be "settling" if he did the Philly deal so its on Philly to entice him into the deal--or for him to get OTC and be out of options and not like his choices on the draft board.
