Any North American player age 18-20 is eligible to be drafted whether it's from high school, USHL, CHL whatever. High school and USHL players can either sign with the team that drafted them or go to college. CHL players can sign with the team and if they're good enough stay with the team or be sent back to their CHL team.
It's basically the same for European players. They can be drafted at any age though and can stay with their European team.
There is one loophole that will likely be closed in the next CBA. Justin Schultz was drafted by Anaheim in the 2nd round, he went to play for Wisconsin, he played there and then de-registered giving Anaheim 30 days to sign him or trade him or he would become an unrestricted free agent. They couldn't sign him and didn't trade him so he became a UFA and signed with Edmonton.
