Instead of catering to people from the rest of the state, they have catered to Bulls fans. Because selling out those 2 games a year with fans actively hoping your team loses is really super important.
I've brought this up many times but will do so again for new readers. There was a point in the early 90's when the Don Nelson era success came to an end but Jordan and the Bulls ascended. At that time, Herb and Steinmiller made a concerted effort to build up a list of Bulls ticket buyers in the Chicago suburbs.
As a result, they have a strong marketing list that they use with those Bulls fans and have for last 18-20 years. That's why Bulls games are essentially "United Center North" events, even in years when the Bulls aren't very good.
Me? I would focus on getting a good team that could kick the Bulls so we'd draw Milwaukee fans. But Herb loves that FIB revenue.
