Scott Fitzgerald looking at bonding thru use of public lands.

Fitzgerald has said he's working on an alternative to Walker's plan that would lower or even eliminate state bonding, and speculation has ramped up recently that Fitzgerald is looking at an option that would involve the Board of Commissioners of Public Lands. More than a decade ago, the agency agreed to buy bonds for the renovation of Lambeau Field with the idea that doing so would make it cheaper for the state than selling them on the open market.

I don't know much about the whole bond thing but here are the details of that Lambeau renovation, it was $160 million in bonds.

The 2003 project’s voter-approved financing came in the form of a half-cent sales tax in Brown County – where the Packers make their estimated $282 million annual economic impact – that supported more than $160 million in bonding. The state of Wisconsin approved funding of an additional $9.1 million for stadium-infrastructure improvements. The Packers, the city and the NFL contributed $125.9 million from a one-time seat user fee ($1,400 for seven-game “Green Package” ticket holders, $600 for three-game “Gold Package” ticket holders, in 2001), proceeds from the 1997-98 stock sale and an NFL loan. And, the club pledged to cover any project cost overruns in consideration of its authority to direct the design of the building and stadium construction.

Walker was of course, not there though.


Legislative leaders, representatives from Gov. Scott Walker's office, Mayor Tom Barrett, County Executive Chris Abele and Bucks Vice President Bob Cook met Tuesday in Madison to discuss potential solutions to a financing plan for a proposed downtown arena.

The meeting, which marked the first time the various stakeholders in the arena debate had been able to sit down together, lasted about an hour. The meeting was held in the governor's conference room at the Capitol.

Assembly Speaker Robin Vos (R-Rochester) said in a statement that he was gratified the city and county had come to Madison "to find a way to partner with the state on a plan for a new Bucks arena. I look forward to working with them to determine the most viable option that's in the best interest of the taxpayers of Wisconsin."

Laurel Patrick, Walker's press spokeswoman, said: "While today's meeting was productive, we are continuing to work toward a solution that strikes the appropriate balance between both state and public support."

Walker did not attend the meeting.

On Monday, Walker said he was confident a "viable option" would be found to finance the arena, expected to cost $500 million.

The drive to get a new downtown Milwaukee arena built gained new momentum on Tuesday when top state, city, county and Milwaukee Bucks officials met for the first time to hash out differences.

Although attendees were largely tight-lipped about what was discussed, Rep. John Nygren (R-Marinette), co-chair of the budget-writing Joint Finance Committee, said he was more optimistic than before that a deal can be struck. Nygren had earlier expressed pessimism that legislators would back a Bucks financing plan.

"It is complex," Nygren said. "We do want to get to a place where we can find a way to keep the Bucks in Milwaukee. We have to figure out what is realistic."

At the same time, sources told the Journal Sentinel that the Bucks have begun sharing broad concepts of the arena design and potential ancillary development in meetings with business groups, companies and other downtown advocates.

Those concepts are still in the planning stages and could evolve. The sources said they involve a multiphase process that begins with an investment of at least $80 million in ancillary development and include new housing, some office space and an entertainment area near the expected site of the arena.

Is it me or is Don Walker basically writing the same article over and over with some new updates here and there. He adds a recent update than proceeds to summmarize what everybody has said up to that point EVERY article he publishes. The articles tend to come off as bloated almost like he's trying to inflate his word count. He should give the readers some credit.
