NEW: Sen. Fitzgerald tells Charlie Sykes he doesn't have the votes yet. Needs Milwaukee State Senators to come on board. Says vote can come any time if he gets some D's onboard. It is believed they need the "YES" votes from four Democratic State Senators. The primary five the focus is on are:

Chris Larson, Lena Taylor, Harris Dodd, Carpenter and Erpenbach. The first four are from Milwaukee, Erpenbach is from western Madison. Harris Dodd is in favor of the bill as the new arena would be in her district. Larson apparently hasn't formally said yes, but his staff told some of you he'll vote for it.
