I believe Towns can be there at 3 and 4, depending on how the lotto ends up, so if he is there, pick him.
If not, at 3, I will pick D'Angelo Russell, same at 4, if he is available, at 4, if Okafor, Towns and Russell are gone you pick Mudiay, Rubio is not a guarantee of any sort.

At 3, I still take Russell because the talent is a clear tier above the rest of the prospects.

At 4, there are a lot more options in the tier. The interesting debate will be if Willie Cauley-Stein is one of those options. If it is, you probably take him because of need. If not, I think you take Winslow. He's a blend of need (defense) and talent. Wiggins is our only core guy who plays defense on the wing, and we don't have much behind him at SF either other than Muhammad. You could also move Wiggins to SG to make this the wing rotation:
