Shooting and scoring isn't everything, especially considering that neither of them are particularly good at those facets of the game; truth be told they're pretty much in the same boat when it comes to shooting. Jennings has been a 34% 3 point shooter over the last 4 seasons, but the last two(2015-16 and thus far this year he's been at 32%). Rubio for his career is a 32% 3 point shooter(Jennings does take about 3 more per game though).

Again, Jennings is a lousy scorer as well at this point in his career so it's not like we'd be sacrificing much in that department even if he is a better one than Rubio.

Rubio on the other hand is a SIGNIFICANTLY better defender, and is infinitely more versatile on that end. He's also a SIGNIFICANTLY better play-maker/ball-handler; one of the best in basketball. Lastly, he's a much better rebounder as well. He had a better campaign in 2016 than Jennings has had in maybe 5-6 years now. Rubio's just clearly the better player at this point.
