In a nutshell, he's supposedly a great recruiter and is part of the Harbaugh coaching tree. The Harbaugh's vouched for him as did Tony Dungy.
Taggart's 16-20 record isn't reflective of what a job he did at WKU. He took a team that had 20 straight losses and had back to back 7-5 seasons with them. I believe they're the newest team brought up from 1AA.
He worked at Stanford with the Harbaugh's and is credited with developing Toby Gerhart. As well, had the #2 and #3 rusher in the country at WKU in 2010/2011. In their 1AA days, he was on the staff with Jack Harbaugh who led the team to the FCS championship.
He has strong ties to the Tampa area having won the state championship for Manatee in the 90's, playing QB. He has something like 30+ FL kids on his WKU roster, if he can get them out there, the theory is he can keep some of the better ones at USF instead of UF/FSU.
Taggart is probably the best option of those available, besides maybe Butch Davis, for what USF needed. A guy like Morris from Clemson or Dykes are great offensive minds, but lack FL recruiting ties and are even more unproven.
