CONCACAF changed the format months before the 2013 edition to have the '13 winner play the '15 winner in a playoff if there was no repeat champion. I guess it was to give usual "off-year" edition, which happens after Confederations Cup/June WCQ's, a little more meaning but it doesn't matter because whoever is left in WCQ basically uses a "B" or mixed squad in Gold Cup to give some or all of their key guys some rest and of course one of the teams is playing in the Confed Cup so Gold Cup is secondary focus for whoever is the CONCACAF representative.
