The new guidelines are as follows:

Tier 1: Sedatives, Muscle relaxants, Sleep aids, Anxiolytics, Opiates, Cannabis

1st offense: 18-month suspension, fine of 30-40% of fighter's purse
2nd offense: 24-month suspension, fine of 40-50% of fighter's purse
3rd offense: 36-month suspension, fine of 60-75% of fighter's purse
4th offense: Lifetime suspension, fine of 100% of fighter's purse

Tier 2: Diuretics being used to cut weight

1st offense: 24-month suspension, fine of 30-40% of fighter's purse
2nd offense: 36-month suspension, fine of 40-60% of fighter's purse
3rd offense: Lifetime suspension, fine of 100% of fighter's purse

Tier 3: Stimulants (Amphetamines, Cocaine, Etc.)

1st offense: 24-month suspension, fine of 35-45% of fighter's purse
2nd offense: 36-month suspension, fine of 50-60% of fighter's purse
3rd offense: Lifetime suspension, fine of 100% of fighter's purse

Tier 4: Anabolic steroids (includes Testosterone, HGH)

1st offense: 36-month suspension, fine of 50-75% of fighter's purse
2nd offense: 48-month suspension, fine of 75-100% of fighter's purse
3rd offense: Lifetime suspension, fine of 100% of fighter's purse

Tier 5: Avoiding testing/detection/urine sample not of human origin or not of tested athletes, Adulterants, Drugs (including diuretics) used as masking agents

1st offense: 48-month suspension, fine of 75% of fighter's purse
2nd offense: Lifetime suspension, fine of 100% of fighter's purse

Wanderlei Silva scored a victory in court last week, but he's not out of the woods yet.

A judge in Nevada district court ruled Friday that his discipline from the Nevada Athletic Commission -- a lifetime ban and $70,000 fine -- will be overturned, because it was "in excess of the statutory authority of the agency," according to court documents obtained by MMAFighting.com. Silva will have to appear again in front of the commission for a re-hearing.

However, the argument put forth by Silva's attorney Ross Goodman, that the NAC did not have proper jurisdiction because Silva was not a licensed fighter when it attempted to drug test him, was also thrown out. Judge Kerry Earley ruled that the NAC "properly exercised jurisdiction" in the matter.

On March 16, Belfort was tested and scored 12 nanograms per milliliter (ng/mL) of testosterone in the body, as well as a testosterone-epitestosterone (T/E) 1.7 -- the maximum rate allowed by NAC is 6/1. Weidman was tested on March 30, and was 3.7 ng/mL testosterone and a rate T/E of 0.13. The American went through the same exam again on April 27, and appeared with identical testosterone level, and a rate T/E of 0.092. The Brazilian was examined the following day, and had 5 ng/ml of testosterone and rate T/E 1.5.

Exercise
The influence of exercise on the T/E ratio is still unclear, de Boer
et al. (82) reported no significant change in mean T/E ratio that
could be attributed to exercise, which was done by five well-trained
volunteers. The exercise was performed on a bicycle ergometer
with a programmed workload to simulate a race course of the Tour
de France. These results were supported by a study performed on
13 cyclists participating in the Tour de Suisse and the Tour de
France in 1992 (83). Samples were taken every day before and after
the exercise, and no influence on the T/E was found. Maynar et al.
(84) reported decreased urinary concentrations of T and E during
training periods and increased concentrations during competition.
These results were obtained from urine samples of 16 professional
racing cyclists. However, only urinary concentrations have been
measured instead of excretion rates; therefore, these results should
be confirmed. It was concluded that the T/E ratio decreased significantly
during training and competition. Increasing androgen
levels were suggested to be due to a decreased SHBG level as result
of extensive exercise. Yap et al. (85) reported insignificant decreases
of T excretion during different intensities of physical exercisestress.
The experiment was conducted on four groups of 7 to 12
male athletes. Also psychological stress during competition has
been investigated in a pentathlon pistol shooting experiment (86).
Plasma testosterone concentrations increased, whereas luteinizing
hormone (LH) levels were constant. The effect was more significant
in older subjects. No effect was observed on the urinary T/E ratio.

These contradictory results should be a challenge for further
investigation, especially because the control of athletes often
takes place after a match. A lot of parameters has to be taken into
account, for example, exercise duration, intensity, and repetition,
the type of exercise, gender, and general condition and ethnic
background of volunteers.

The UFC earlier this year teased a significant transformation to its drug testing policy. On Wednesday, that transformation became a reality.

Jeff Novitzy, the UFC's new Vice President of Athlete Health and Performance, outlined a series of dramatic changes at a press conference in Las Vegas intended to create what he termed "the best anti-doping program in all of professional sports." The new program, under the leadership of the U.S. Anti-Doping Agency (USADA), is expected to roll out July 1.

Once established, rhe UFC's entire roster of 500+ fighters will be subject to "unannounced, year-round in- and out-of-competition testing," including both blood and urine testing, "with the possibility of a collection occurring any place, any time, with no notice," according to Novitzy.
