Stern last Friday noted uncertain status of 2011 law to streamline CEQA lawsuits. The bill intro'd today doesn't directly address that.

Critics of the proposed SoDo sports arena in Seattle are pushing ahead with a legal challenge, accusing politicians of misleading the court.
Seattle's longshore union, ILWU Local 19, is asking a state appeals court to reverse a King County Superior Court Judge, who tossed out their suit in February.
The union claims the arena developer, along with city and county leaders, are violating state environmental law by making a final decision on citing the arena before an environmental review is complete. In new court briefs, the union's attorney claims arena backers can't tell the NBA they have an arena deal while at the same time telling a judge they haven't settled on a final location.

The NBA does not want to tell the Seattle Group it cannot buy the team. I don't think the league has that authority and to pretend it does would cause lawsuits. I think that is why the league has only been discussing the relocation of the team and not the sale of the team. We're not stupid however as they both are one in the same in this instance. Yes monies binding agreements etc are questions asked by reporters and answered by Stern but what I read are arena timelines, markets (to include India), fans, business partners, etc. I don't hear the NBA talking about ownership groups, minority interests, the Maloofs, etc. If the NBA can build its case solely on relocation than it can say it was impartial in the process.
We can all agree the relocation of this team is stupid!
The Maloofs however are business men. I don't think they thought of pitting Sacramento against Seattle, but I think they knew the Kings are their last remaining asset of value. All of their previous moves had been predicated on Kings profits but no real monetary liability on their end. Virginia Beach was the last effort they could find with regards to getting a free arena. When that didn't happen the writing was on the wall for them.
The Maloofs sold because as we all know...they are cash strapped! When your halftime entertainment is Zumba dancers from CalFit (who probably paid their way in to participate either at the sponsorship level or the personal level) it screams you are broke. When your concession offerings are worse than a mobile food truck it screams you are broke. When you have Loan Mart as a sponsor in Sleep Train...you are broke.
The Maloofs had to take the deal. The Seattle Group preyed on the Maloofs. Unfortunately the Maloofs had to admit they were selling before Sacramento could get into the discussion.
