2019 Sacramento pick - question

I was reviewing reports made in summer 2015 regarding the Philadelphia-Sacramento trade. Reports at the time indicated that the first round pick to be conveyed to Philadelphia was top-ten 'protected'. According to the realgm 'draft picks owed' report, that doesn't seem to be the case. Realgm indicates that Sacramento's 2019 pick will be unprotected.

Could someone clarify. I'm confused.

2017 first round draft pick to Chicago
Sacramento's 1st round pick to Chicago (via Cleveland) protected for selections 1-10 in 2017; if this pick falls within its protected range and is therefore not conveyed, then Sacramento will instead convey its 2017 2nd round pick to Chicago protected for selections 56-60 (if this pick falls within its protected range and is therefore not conveyed, then Sacramento's obligation to Chicago will be extinguished) [Cleveland-Sacramento, 6/30/2011; Chicago-Cleveland, 1/7/2014]

It looks like that 2019 pick depends on this upcoming lotto. If the pick in 2017 falls in 11-30, then Kings MUST pick in 2018, then that 2019 pick is gone unprotected to the 76ers. To make the matter worse, if the 2017 is top 10, 76ers gets to swap with the Kings.

But the good news is that Chicago doesn't get the 2017 pick, and Kings pick falls outside of 11+ in 2018. Then Philly gets the Kings 2018 pick, meaning the 2019 pick is safe.

Let me simplify.

1) Chicago gets 2017 pick, that 2019 pick is gone.

2) Chicago doesn't get 2017 pick, and ignoring a bunch of consequential but irrelevant events mainly benefiting the 76ers, Kings can secure their 2019 pick by tanking to a bottom 7 record in 2018 (yes 2018 not 2019). Kings 2019 record does not matter.

8th worst record (effectively 0% of losing it, but not 0)
9th worst (0.5% of losing it)
10th worst (8.9% of losing it)
11th or better, the pick is gone.

We went over this at GREAT length during the season on this board, starting with the Kings blog posted above. I lost steam at some point but I'm almost certain that we all agreed that the 76ers now own a 2019 unprotected Kings pick, regardless of what happens this year. There's some ambiguity in the wording, and I at first didn't think that made sense (because the 2017 pick isn't yet certain).
But I'm fairly sure that's where we landed after a bunch of research and reasoning from both sides.

The 2019 pick to Philly in unprotected. Due to the Sepien Rule, we cannot trade our 2018 pick to Philly with protections because we already owe our 2017 pick to Chicago.
