If Washington moves down to 22 or 24 I expect they sell
Phoenix is always possible, especially being 5 mil over the lux tax, adding another 2-3 wouldn't help. Utah's 1.5 mil over the tax too, if they don't want to add to that number they could sell.
OKC, Detroit are possibilities if they want more capspace
