Because we don't have the means to get that starting pf at this point without giving up alot. Gibson is not a player worth giving up a ton of assists for. Now if they wanted Ross....

Is Ross a good asset? I haven't seen him carry his weight since the 13/14 regular season.

No, he's not. But he's our only truly expendable asset with any possibility at redeemable value, given his youth and restricted FA status. Perhaps if he starts off well this coming season in limited minutes.
