Is there a site that calculates per over an each game basis?

Not exactly what you are looking for, but Basketball Reference tracks Game Score, also a Hollinger creation, that is somewhat similar to PER, in totaling production a game at a time. Though it doesn't rate per minute like PER, the numbers are similar (skews a bit lower) for what is a great or poor rating.

As I understand it, PER resets the average (or is it median?) player production at 15 every season, and everyone else's PER is set by comparing to that average.

For a game-by-game PER, that would be an odd calculation, because you would either have to (a) set an artificial "average" player for that specific game, and scale everyone's PER appropriately, or (b) input the game numbers into the league totals, get the new average player, and then treat each individual's production in that game as if they were his season averages to get an artificial PER.

Either method seems odd.

Though someone can correct me if I'm misunderstanding the calculation
