Keeper league draft

Quick opinions....
I have the 18th pick in my keeper league draft. Looking at the following 4 options:
Terry Rozier, Kelly Oubre, Sam Dekker & Rashad Vaughan.

Not drafting for stat or positional need - just talent/potential.
Who would you take?
