Does anyone know if the 2011 CBA continues the policy under the 2005 CBA that the Knicks' local media revenues are deemed to be the same as the Lakers' local media revenues? Given the huge new contract that the Lakers signed, this will have a huge impact on the Knicks' revenue sharing bill, and even a meaningful impact on total BRI for the league.

It's still the same. It looks like they simply kept the identical language. In summary:

As long as MSG Network is a Related Party of the Knicks and the Madison Square Garden arena is a Related Party of the Knicks, then:

a- New York Knicks local media rights: BRI for the Knicks for each NBA Season covered by this Agreement shall include an amount equal to the net proceeds included in BRI attributable to the Los Angeles Lakers’ sale, license or other conveyance of all local media rights (including, but not limited to, broadcast and cable television and radio) for such NBA season.

b- New York Knicks signage: BRI for the Knicks for signage is based $3,750,000 for the 1999-2000 NBA Season, and then adjusted each season by the same percentage change as the change in signage BRI for all the other NBA teams combined.

DBoys, did the NBPA and NBA agree not to post this version? Are copies limited to registered agents?

Not to my knowledge. They're probably just slow. In 2005 it took forever as well.
