Room MLE

Say I have $5M of cap space left plus the full Room MLE.
Can I use the Room MLE first? And will the player count against the cap?
(So if I spend $2M of Room MLE, do I still have $5M of cap space?)

The MLE is an exception that allows you to go over the salary cap. So if you have $5M of cap space you wouldn't use the Room MLE to sign a player. You'd use your remaining cap room. Once you no longer have enough cap space to sign the player you want, then you use the Room MLE.

OK, I understand your answer in practical terms ("no"), but not sure if I understand the theory behind it.
Two possibilities:
1) no = impossible = the Room MLE is actually granted only once you're out of cap space,
2) no = stupid = using Room MLE instead of cap space would lower the available cap space itself.
