Must Designated Player be offered a max deal?

http://www.cbafaq.com/salarycap.htm#Q59 only says he must be offered 7.5% raises (Appendix 4), but doesn't offer an answer to my question.

Your link answers the question:

The salary in the first year of an extension to a rookie scale contract for a team's Designated Player must be the player's maximum salary.


So, yes, it must be the max.
