RFA 200% Cap Hit...can they put a team into the tax?

If a team with a RFA this offseason that isn't a tax team, but the 200% (of the QO) cap hit puts them above the threshold, do they become a tax paying team who loses the Full Non-Taxpayer MLE...forced to used the tax payer MLE?

If so, once they re-sign their RFA for less than the 200% of the QO, and now have a team salary below the tax, do they now get the Full Non-Taxpayer MLE?

The tax is calculated at the end of the season and cap holds are ignored in that calculation, so the team doesn't become a tax paying team.
The determination which MLE a team gets however isn't based on that. It's based on whether a team is below or above the apron. QO cap holds for RFAs matter for that and so a team would indeed not have the Full MLE in your scenario.

If the team later drops below the apron and they haven't used any of the "taxpayer" MLE yet, they do get the Full MLE. If they already spend some of the MLE, they don't get the Full MLE.
