Knick salary restrictions in Melo sign and trade?

Does the 125% plus $100K rule apply for the incoming salaries or are they required to be at or below the apron at the conclusion of the trade?

I was reading Larry Coon FAQ #90 and I wasn't certain. Leto spotted my flaw as I thought both teams were required to be at or below the apron at the conclusion of the trade. Thanks.

You always factor in the salary that can be taken back by the post trade amount of total salary the team would have. This took me a while to get through as I was building my own trade machine.
