In the case of Monroe have the Pistons a window of rescinding a qualifying offer?
If the Pistons wanted to offer Bledsoe the MAX they would need to rescind Monroe for the salary cap.
Last year Indiana rescinded Hansbroughs qualifying offer.

No, Monroe signed his QO, Hansbrough didn't. He was given the offer, but never signed.

Monroe is, in effect, now signed for a one year deal. The Pistons have no recourse to pull it back at this point.

The Pistons had plenty of time to rescind their QO to Monroe and sign Bledsoe if they wanted to but they didn't. Maybe they didn't want to pay Bledsoe's asking price or maybe they didn't want to lose a bird in the hand to make an offer to Bledsoe that could be matched by Suns.

"If they wanted to" is the bigger issue. I don't think NBA teams have had any real interest in spending max money on a player who has only had one half of a season of really good production, and whose bad knee hasn't shown capable of withstanding the rigors of a starting gig for a full season.
