It means you won't be able to post on the General Board until the amount of time is up. There's a new rule that we implemented some months ago which prevents new posters from posting on the General Board for 100 days. It's an attempt to cut down the amount of returning users who just sign up again after getting banned. We're sorry for that inconvenience for innocent new posters but the amount of horrible returning posters was very high and a huge reason for the bad state of the General Board up until recently.
