Including actual peak, not "what if" potential (Petrovic, Sabonis).
My rankings:
1. Dirk
2. Pau Gasol
3. Petrovic
4. Sabonis
5. Gallis
6. Parker
7. Kukoc
8. Marc Gasol
9. Bodiroga
10. Divac

1) Nowitzki (NBA MVP level)
2) Parker (-II-)
3) Petrovic (best european player&NBA All Star level)
4) Sabonis (-II-)
5) Galis (one man show&best european player level)
6) Stojakovic (best european player&NBA All Star level)
7) Gasol P. (best european player&NBA All Star level)
8) Bodiroga (clutch king&best european player level, but always had quality supporting cast)
9) Kukoc (best allrounder in euroball ever& NBA All Star level)
10) Danilovic (best european player&starter in any NBA team bar few best, in any era)

I have never seen guys like Cosic, Kicanovic, Dalipagic, Meneghin, Korac, Belov...play bball (bar few games+tribute videos or highlights), so maybe I 'm biased toward modern era (from 1986-87 and on). But if we count at least two out of three from european games, international bball and NBA - I think that those 10 guys are the best of them all by peak performances.
