You missed the point. As Hallstar said, he was bashing Otis for overpaying Shard. Otis has no way to counter it...he either admits he handed out max money to an average guy (notice that this makes both Otis and Shard look bad) or somehow spends time re-justifying an unjustifiable contract

In the full quote, he specifically mentioned the contract so maybe that is what he meant. I'm not sure though..
