Pretty much forced to make it London, Paris, and Barcelona. The 4th one would be tough (Lisbon?).
And only Spain out of all those countries really gives a damn about basketball and could bring the support.
Greece has some great teams, but the league as a whole is flawed and the country is obviously having its monetary issues.
Italy, maybe.
Russia would have Moscow waiting (But that's like a 12-hour flight from New York).
Germany is ok, Berlin could work.
European expansion really shouldn't be on Stern's agenda.

London, Paris and Madrid would be the first choices, then at least 1 in Germany (Berlin, Frankfurt or somewhere in the Ruhr area) and maybe 1 in Italy (Rome or more likely Milano), also Barcelona could be an option.
Outside of those i don't think it's viable anywhere either for lack of economic base to support a franchise or for the difficulty to accomodate the schedule due the distance in the case of Moscow.
Anyway this is far from being even a possibility, maybe in 15 or 20 years.
If you want to try to measure the elements of basketball that are supposedly unmeasurable, spend a game just watching Marc Gasol.
