If a team has to exceed the cap 4 out of 5 years before the punitive luxury tax kicks in then it means NOTHING.

In fact, if Large Market Teams only have to pay the tax on the fourth year. then even at the highest bracket then they are pay less that the current dollar for dollar as $3.25/4 is less than a dollar.

I hope I am wrong, but I am deeply concerned.

You got is just about all wrong. The highest bracket would be $3.25 for every $1. The lowest would be $1.5 for every $1. Other than the Knicks, Lakers and Mavs nobody will go over the tax.
