Hard to make a ranking, there are different ways how to run things badly. There are teams doing well/being run decently despite bad owner (Portland, Clippers), there are teams being terrible because of owners or/and GMs (and sometimes it is hard to tell whose fault it is), obviously Kings, Raptors (despite having specific obstacles to overcome), currently Pistons, then you have treadmill teams which is up to debate whether that means being run terribly as well (Milwaukee, Atlanta), going into red numbers may qualify as well regardless of roster assembled, then you have small markets with cold weather, taxes whatever having a tough time attracting big names and being blamed for being run poorly in spite of they can't do anything about it (and rely on other things), on the other sire big markets having too much money to spend so they muddy the waters regularly for bad reason (probably both New York teams), some teams shred that image by being saved by sheer luck, some are screwed by injuries and then you have a team here and there who may be decent despite questionable moves (Kahn with Wolves - he is suspectible in drafting, assembled interesting roster though, coach influence may helped though) meaning that jury is still out on that ones. Which reminds me that GMs may be good in drafting and terrible in deals or other way around, saving their face (and job), do the count? (fans of those team tend to blame them more then others usually). And Hornets deserves a mention for sure for becoming a league-owned team. We could make a case for them winning this.
Bobcats would be a contender in this if not swtching from Higgins to about a half and year ago (not a bad move since, no matter how you rate two last drafts - still too early).

Yeah, where are my Wizards? They've been bottom 2-3 team last I don't know how many seasons... The franchise needs major changes, seriously.

Gotta go with the clippers. They went like 2 decades with maybe one trip to the playoffs. This despite fistfuls of high draft picks and having one of the most desirable destination cities in the league.
Dreadful. Watch them lose çp3 for nothing and blake blow out both knees before long. Its just the clipper way.

Kings, Bucks, and Wizards have my vote. Golden State sucks pretty hard too. Honorable mention to the Magic and 6ers.

Agree that they have a terrible history but I think they are on the right track. Doubt either of those things happen though your just hating.

Wizards. One playoff series win in like 30 years or whatever. At least the Kings were among the league's elite at some point in the last decade.

Dumb post. Portland has had awful luck with injuries but always manages to regain competitiveness within a few seasons. Phoenix is always consistently competitive as well. Just because neither team has the big market luck of the Lakers doesn't mean either franchise is poorly run.

Yeah, signing Lewis and Hedo for their contracts was 'decent.'
Trading for Arenas was 'decent.'
Trading Dwight for nothing while also dumping nothing, once again decent.
Oh yeah, signing Nelson to that contract after you know you're out of the running for anything... so decent!
