Bulls aren't locked in to win this thing. I'm not saying that. Wizards have the talent and the upper hand in the athleticism department. That always count.
But in terms of raw execution and minimizing bad habits, the Bulls are right there below San Antonio as the best in the league, only they're the defensive version. So Washington will have to step their game up. I think they can do that, I'm definitely not denying that possibility, but if they show up unprepared, they'll lose. That's one concern you never have with the Bulls.
From what I see from Washington, they have bad defensive habits for an above average defensive team. I know, weird sentence, but it's true. They bump into offensive screeners, they reach in too much (well, Wall and Beal do at least), they don't always make the right call in going either over/under on screens, Gortat goes for the block far too often as opposed to just staying his ground and they do get themselves thrown off sometimes when they switch, though that problem isn't as big now as it was a few months ago.
Where Washington can beat Chicago is in transition. Even with Chicago's defense, you're still looking at them trying to stop both Wall and Beal going full steam. That's asking a lot, because they put so much pressure on any defense. If they target Noah and force him into foul trouble, Chicago will be looking real bad, real quick.

Against the Bulls, there's ironically an opportunity to run though. Kirk can't really guard quick players with on-ball capabilities anymore, especially in transition. Boozer is slow too, though he only plays for 24 minutes. So if those two are in at the same time, I could see Washington pushing the pace a little more than they did in the regular season. It might actually be the best offensive weapon against the Bulls.
Though, when it's Noah/Taj/Dunleavy/Butler/Augustin, it's probably going to be tougher. Taj is excellent at reacting correctly to drivers.
