To be 100% honest, I don't know if it's a NBA rule, I never studied the rule book nor was I ever a referee, it probably is but it doesn't get enforced very much. I did grow up playing ball in high school and in college though and this is what I was taught. Kemp gathered the ball, then jumped (granted it wasn't a big jump, but it was definitely a jump and not a step). You're not allowed to take another step after coming to a jump stop, you can take a step before and then come to a jump stop, but as soon as u do a jump stop, you have to STOP, that's why it's called a jump stop. You can always fool the referee and it's up to interpretation, but technically I believe it was a travel. I watch my share of FIBA ball too, I'm pretty sure it would be a travel there also, but I may be wrong.

I mean if it's not a travel, what's stopping a player from running down the middle of the court, gathering the ball and doing a long jump from 18 feet away, landing in the middle of the key, taking another step and dunking it home lmao.

Mmm I guess you're right in that it would be up to interpretation. I understand what you describe but I don't see it the same way, because I don't see it as a jump, definitely a step for me. It kind of is similar to the euro-step - it could be considered a jump/hop too then. For me, when Kemp gathers the ball, he still has the momentum of a running shot/layup, not the kind of momentum one has for a jump. I'm from France, so I've only played with FIBA rules my whole life, and I don't feel like it would be called a travel. I'm not a referee though, but I have friends who are, I'd be curious to hear their take (and will ask them lol).

As for the last part of your post, I doubt anyone would have the momentum for that lol! Plus it would be such a slow move that defenders would have all the time in the world to get in front of him.
