Possibly. This is his 3rd year and he's an mvp caliber player. There's no telling how good he can become.

If you look at the learning curve on the guy, his ability to improve every season with things like 3 point shot and getting contact - and then consider that he has a defensive guru type coach to teach him, I believe that you need to consider it possible for a 22 year old MVP. If he continues his rate of improvement for 2-3 more seasons I think that he can get there. This question is a little premature though. I'd need to see 1 more year of improvements before I could give him any double digit percentile odds. Where I don't think it is possible to catch Kobe is overall career, or duration and stamina of his ceiling.

Rose's game is close to MAX out already. He's not going to grow any more inches to shoot over people. His game is not suit for post-game. His style of play, his shooting style, etc.. is not suit for half-court game. I doubt he'll be at Kobe's prime level. However, wade? Probably. Their game is similar than it is to Kobe who CAN DO ANYTHING HE WANTS but his brain makes take stupid shot.
