Considering how much better the Western conference was, it's very close, but I'd still say Indiana. Two ECF appearances, and especially in 2013, they were pretty close to making the finals, losing to the Heat in 7. However, if we added 2011, I'd vote for the Grizzlies.

Indiana average SRS + 3.19, 64.1% W (147-82), two ECF + one ECSF appearances

Memphis average SRS +2.98, 63.9% W (147-83), one WCF, two first round exits

Obviously you can't compare these accomplishments (how far they got in the playoffs, that is) at face value, but still...

Pretty incredible how their W/L is pretty much the same (Indy played 81 games in 2013, that Boston/Indiana game in April was cancelled), and honestly, Memphis would've most likely been better if Marc Gasol played more than 59 games last season.

Hell, after analyzing it a bit more, 'm not sure anymore, but I instinctively voted for Indiana...The question is - how much Memphis would've benefitted from playing in the East, and how much worse Indiana would've gotten in the West? I think it wouldn't really make a big difference, and these teams were basically on the same level...Well, let's say the Pacers were slightly better from 2012 to 2014, and the Grizzlies are a bit better from 2011 to 2014. That seems like a fair assessment.

I think we could just as well assume they were even, to be honest.
