Riley a great President in 2010 but terrible in 2000?

Obviously Riley signed LeBron, Bosh, and Wade in 2010.

But he made those awful signings / trades of Eddie Jones and Brian Grant to max deals in 2000.

Eddie Jones was a very good defensive player, but when you just have Mourning as your star player (before his kidney illness reveal and Tim Hardaway was washed up at the time) then it doesn't make sense to sign him to the max when you could get a player with more offensive prowess who isn't a choker.

Brian Grant was a better signee as he was just as good as Eddie Jones but not a choker. But still, he wasn't worth a max deal. The Heat needed more of an offensive punch.

What was Riley thinking in 2000?
