2001, 2003, 2006-10 Kobe is definitely better than Pippen (so 7 seasons better than Pippen's peak).

2002 and 2004 are arguable, but overall (taking the RS and playoffs into account) I'd lean towards peak Pippen. Same with 2005 RS.
After 2010, Kobe's defense slipped too much, so even though his offense was still clearly superior than Pippen's (in 2011 and 2013, at least, because '12 Kobe wasn't really that efficient, pretty much league average TS%, and his offensive impact doesn't seem great that year), I think his overall value was a bit lower.

So yeah, I'd say only 2001, 2003, 2006-10 Kobe was better than peak Pippen, or to answer your question the same way as you asked - 1997-2000, 2002, 2004-05 and 2011-14 Kobe is worse than peak Pippen. It's still an awful lot...Seems fair though, considering that Kobe is a top 10-15 player, Pippen top 25-30.

Quotatious is pretty much spot on here.
Kobe is better from 06-10 and in 01. Other years like 02, 04 & 05 are debatable.
For the record I would probably take early 90's Pippen over 02 Kobe which means I would probably take him over 04-05 Kobe also.

Not even a question that Peak Pippen had a way higher impact then 11-12 Kobe.
13 Kobe is closer but I don't think Bryant's offensive impact that year was quite as good as his numbers might suggest and obviously he was still a cruddy defender so clear edge Pippen even without bringing in the injury which makes it non-debatabe.
