Wiggins, easily.
Wiggins was an elite finisher at the rim last season shooting 67% from 0-3. Covington wasn't elite at anything.
Wiggins played over 1000 more minutes than Covington, which you can't just ignore.
After Wiggins slow start to the season, he put together a monster stretch of 56 games where he had 19/5/2.5 with 45 FG%.
Covington's numbers regressed once he lost MCW to numbers uncomparable to Wiggins numbers; shooting 40 FG% and an average game-score of 9.5.

Per minute - probably Covington. Surprisingly even in scoring volume, more efficient and appears to have had better defensive year judging by the on/off and being a quality ball thief. Case can be made for Wiggins playing more giving him credit as with Mirotic
