Penny was amazing in 1996. I would venture that he would be in the top 10. Behind Durant, LeBron, Kawhi; somewhere with Harden, Curry, Westbrook, CP3, and Lowry. Probably behind Harden, Westbrook, and Curry.

Prime Penny would wreck havoc in today's game. Seriously being underrated by some of the younger posters here that didn't see him play. He would be neck and neck with the best and a top 4 talent.

He would average ~25pts 5+rebs
11 asts so depends on where you rank those stats I suppose. I think he'd be a better team leader than Westbrook. Obviously those numbers would be lower depending on how good the surrounding stars were
