Help With Parking

Im coming to NO for the first time this weekend and will be staying downtown. Is there anywhere to park for free and do you guys charge to park on the street on the weekends? Staying at the Residence Inn downtown at 345 st. joseph st. but parking there is $38.50

Also, do you know of any nice restaurants that arent too expensive. As you can see, Im on a budget....lol
