A team has its bi annual exception. In year one, it uses half of this exception to sign player A. Can it use the other half of the exception to sign player B in year two?
And if the answer is yes, does it then have its full bi annual exception in year three?
I know you can split the exception to sign two players. But can you save part of it to use the following year?

No, and no. What part you don't use, you lose.
CBA wording on BAE :
A Team may not use all or any portion of the Bi-annual Exception to sign one (1) or more new Player Contracts in any two (2) consecutive Salary Cap Years.
CBA wording on MLE (this is from taxpayer MLE section but other forms of MLE have same expiration wording noted in bold here)
The Taxpayer Mid-Level Salary Exception shall arise on the day following the last day of the Moratorium Period of each Salary Cap Year and shall expire on the last day of the Team’s Regular Season during that Salary Cap Year.

To give you an example, Memphis used $1 mil of theirs last year on Jeremy Pargo. This year, they don't have one.
