Yo (^_^)/
For the stats, here you go...
"Fatalities in Crashes Involving an Alcohol-Impaired Driver (BAC = .08+)"
from the...
National Highway Traffic Safety Administration (NHTSA)
This document is specific to California and sorted by county so you just have to look for LA County and get whatever info you need on fatalities due to drunk driving. This doesn't give you specific, solid numbers per se, but it gives you rates per 100,000 so it's quite simple to calculate from there. This only goes up to 2011 but i think that's the latest information they've released.
http://www-nrd.nhtsa.dot.gov/department ... A_2011.PDF
For the legislation/policy...
step 1) go here -> http://www.ncsl.org/ <-
step 2) type in the search box "drunk driving"
step 3) find what you need

OK NOW I just need policy . (federal/state(ca) /local (LA county)---changed it to just drunk driving
"what policy currently in effect that impact the problem (increase or decrease)
what regions/pop is impacted? how long has it been in effect.
what gov agencies are involved in implementing or enforcing this policy.

Sorry my man, I would've helped you out last night but I didn't get a chance to check realgm because I have to sleep due to early classes this morning.
In the future, i agree with azncorruptedo17, #googleisindeedyourfriend and so is pubmed.com, google scholar and ebscohost.com... Los Angeles Public Library online also gives you free access to a bunch of journals. Next time, I'll help you fosho if you ask early lol
