You can call him generationally dumb for not having a process to fully evaluate every QB when picking #1 in the draft which feels like what was reported, and has been insinuated in the past.
I also don't find it very convincing to slough off all the positive things that have happened the past 3 years as just "dumb luck". Just to name one, it wasn't dumb luck that Ben Johnson chose the Bears to be the team he coaches for.
The vast majority of good things come down to the Lovie Smith winning a pointless game in the final seconds to move their team from #1 to #2. It was an event that Poles had no control over.
I agree with that- if he didn't do a good job scouting, then he didn't do a good job. But not because he passed on CJ Stroud and took Caleb Williams. And even without doing a lot of scouting on Daniels, Maye, etc., there were a lot of people around the NFL who did watch all of his tape, and knew about as much as you could about him, and still said he was on a tier all by himself. So more scouting very likely would not have lead to a different outcome.
I just disagree with your second point. He is still the one that made that trade, he's still the one that has almost completely remade the roster in 3 years. It all comes down to whether or not what he's building will be successful or not. So far, it hasn't, but most people think the Bears are poised for a breakout, so we'll see.
