The Bulls usually don't have any plan, but they knew exactly what they were doing. "We'll take a risk for LeBron, and if it doesn't work out, it's still a resounding success." Why?
They cleared out tons of long term salary, and if they got LeBron, massive profits. If they didn't get LeBron, massive savings. They have hooked thousands of new season ticket holders on what is now looking to be a false hope, and stand to have another record year again. And when the rest of the league will be panicking upon seeing the new cap under the 2012 CBA, the Bulls will be sitting pretty because they have no long term salary commitments and very reasonable contracts (mainly rookie deals).
Realistically, if the Bulls have indeed struck out on LeBron, I don't see them going for Boozer or Lee. They will add a shooter at the MLE, some second round picks and undrafted players, and go forward feeling in their minds that they won this free agency because they will be optimized for the new CBA. Completely oblivious to the basketball side of the equation if they don't get LeBron - anything short of the best is not worth improving the team; thus why we let our leading scorer go, why we passed on trades for good post players, etc.
