Same problem as LaVine. Putting two of them in the same lineup isn't going to end well. I really want someone at the three who can defend his position and isn't squarely dependent on scoring for positional value.

That's fair enough. I would want one of him or Lavine to come off the bench eventually, or at least heavily skew the lineups so they're not together. It's not a great fit in that regard.
But for pure upside relative to contract, I think this would be a great play.
I respect the defense argument against a Lavine and Parker pairing, but the assumption is that they would incapable of developing into team defenders. Guys in the league do develop that aspect of their game. With high defensive IQ players like Dunn and Carter I would expect communication to improve and aid in both Lavine's and Parker's positioning.
But, I do like your original idea of going after Parker for the 12 - 14 million dollar per range for 3 years, maybe team option for year 4.
Having 3 legit 20 plus per game scores is a really solid foundation.
The alternative is to hope for an already established elite player to sign in FA or hope the team is bad enough for a top 3-5 pick. The latter means that this team will likely fall into the consistently bad, and the former well past usually is prologue.
