Are they the 9th team in recruiting over the past 6 seasons or are they averaging 9th? They could theoretically be a top 5 recruiting team by averaging 9th because enough teams out of left field rank in the top 10 but don't have high averages due to lack of consistency.
Ie, there's no team that averages 1st unless the same team had the best recruiting class the past six years, same with 2nd etc...
