Why didn't the Cavs go after Pual Millsap, instead of signing Varejao 50$ millions ?

They could only offer Millsap the MLE (unless it was a S&T). They could offer Varejao such a big contract because they have his bird rights, allowing them to be over the cap when resigning him.
