+1, I dont think teams around the league are going to complain specifically about the Brewers keeping Jeff Suppan but this seems pretty unethical.

Suppan injury discovered last month

Tempe, Ariz. - We just talked with assistant GM Gord Ash and he confirmed the official announcement of Jeff Suppan going on the DL with cervical disk pain, which has at times this spring also caused arm pain.
Suppan will remain here when the team breaks camp and heads to Milwaukee, but it is expected he will be back by opening day and will resume his rehab with the team.
"It was an issue during the entry physicals," Ash said. "We discovered at that time that he had some pain radiating into his arms and (team physician) Dr. (William) Raasch and other doctors looked at him and felt it was something that with conservative care and workload tolerance he might be able to get through.
"But as the spring has gone on it hasn’t dissipated as much as Jeff or us would have hoped so Dr. Raasch suggested we get an MRI, which we did last night, and we got the results and those results indicate a cervical disk issue that with some modification to his workload he should be able to get over relatively quickly."
Suppan wasn't in enough pain to not pitch during the Cactus League, Ash said, but the effectiveness of the treatments leveled off and the recovery wasn't going as well as the team hoped, so they decided to put him on the DL retroactive to March 26.
The timing of this injury could be worse considering the team has depth with starters right now. It leaves Chris Narveson and Manny Parra in the race for the final rotation spot, allowing one to go to the bullpen and Carlos Villanueva to likely make the club.
"You can speculate on that but we're not looking at it that way, " Ash said when asked if he believed the Brewers were fortunate to have a guy go down with other options in the wings. "You don't like to put anybody on the disabled list if you don't have to, but this is a situation that we feel for not only now but for the longer term is the best solution."

Because the Brewers won’t name a fifth starter out of camp and one won’t be needed until the second week of the season, those two will not make another start for the foreseeable future. Instead, they’ll become relievers and if one of them is named the starter during that Chicago Cubs series, Macha said it shouldn’t be a problem to have either go from relief to starter.
However, it could be that neither guy gets that turn in the rotation. Jeff Suppan could be off the DL by then and Macha just said it is possible that he could get that start.
“I’m thinking that may be,” Macha said. “None of that has been discussed (yet). We’ll wait until we get to that fork in the road before we take it.”
