Its been no secret, the vision of Brian Cashman & Hal Steinbrenner was to cut the Yanks payroll down to 150M. Cash doesn't like other GMs belittling the fact that he has a bigger bank book to play with.

They could, but it isn't realistic. Part of the problem is that players expect big money from the Yankees just because they're the Yankees. They're known for overpaying for players that they want, and the players & agents use it to their advantage.
It would be a 4-5 year process for them to do that. For them to drop their pay-roll to 150 million, they'd have to not sign any big free-agents for 3-4 years, plus let all of their big contracts expire. That just doesn't seem realistic, and the fans certainly wouldn't like that.

If the fans were patient enough to let kids actually develop and not want to ship them out the second their ERA reaches 4 or their average dips below .300, then it would be possible.

Well I don't think we are talking about next season, but just in general.
The Yankees as a whole have had the best pitching in the minor leagues in each of the past 2-3 seasons. The immense talent is there, but there is little room for them up here because there just isn't time to let rookies go through growing pains in a pennant race. If a rookie plays well immediately then sure they can stick (Gardner for example), but the second you hit a slump or have 2 bad pitching outings in a row, you're done for a month. There is just no way to develop kids up here, its a shame. I don't even count Gardner because he was about 24 when he got here and matured and not considered a big prospect.
If Montero struggles this season, I can't imagine him being allowed to stick in the lineup everyday and go through the growing pains like a player such as Wieters was able to do this season in Baltimore. Cervelli will be the starting catcher as soon as Montero his a 2 for 15 slump.
